Telangana Secretariat Construction Contract

There are no details,” a senior official replied when asked about the main features of the 2,000-page agreement. The one-year schedule for the completion of construction of the integrated complex in all respects began immediately and the company is due to hand over the complex to the government on November 16 of next year. In November 2018, Naidu laid the foundation stone for the Godavari and Penna River Link Project at an estimated cost of CRO 83,796 crore in five phases. The project aims to bring godavari water across the Krishna River to the Penna River. The project, which was designed several decades ago, would meet the demand for drinking water and irrigation in the Rayalaseema region once completed. Irrigation experts raised questions about the project and asked how the project would be preserved if there was not enough water. Construction began in February 2019, with a request from Naidu to complete the project within 12 months, while the actual timeframe was 24 months. “The difference is due to the goods and services tax, the legal payments that would have to be made to the various departments, the fees to be paid to consultants and other overhead costs,” the official explained, adding that the total amount of the contract would not be released in one go.
Publications would be based on the amount of work performed, recorded and certified by the Department from time to time. Tenders have been issued for the construction of the new integrated complex with a constructed area of six lakh square feet. The old buildings of the secretariat complex in Saifabad overlooking Husainsagar Lake have been demolished to pave the way for the construction of a new one. Hyderabad: Construction group Shapoorji Pallonji and Company Private Limited has won the contract to build the new complex of the new State Secretariat worth Rs 617 billion by outbidding Larsen & Toubro Limited. According to a government statement here on Thursday, Shapoorji Pallonji was chosen on the basis of technical and financial imperatives. Officials from the Roads and Buildings Department handed the letter of admission to Shapoorji Pallonji`s representative on Thursday. The company`s offer was approved with a surplus of 4.02% higher than the estimated contract value of Rs 494.86 crore. Roads and Buildings Minister Vemula Prashanth Reddy on Thursday tasked officials with dividing the work of the secretariat`s new building complex into six projects. During this tenure, Naidu inaugurated the Godavari-Krishna river link in September 2015, which became the country`s first river connectivity project.
It is called Pavitra Sangam (translated as sacred confluence) and drains the floodwaters of the Godavari River into the Krishna River at Ibrahimpatnam near Vijayawada, 174 km (108 miles) away. The Pattiseema Elevator Irrigation Project lifts water from the Godavari River and pumps it into the right Polavaram Canal, which carries it and flows into the Krishna River. The Pattiseema project was developed in one year between March 2015 and March 2016. The first pump was inaugurated in September 2015 and completed the connection between Godavari and Krishna. The project was included in Limca`s book of records as “the first and fastest irrigation project of its kind in the country to be completed on time and without budget improvements.” The Comptroller and Auditor General of India noted irregularities in the Pattiseema project in his audit report. In the report, released at a meeting in March 2017, she criticized the government for awarding the project contract more than 20 percent above the estimated value and criticized the government for poor planning. The Pavitra Sangam site is being developed with infrastructure necessary to promote tourism. Construction company Shapoorji Pallonji outbid L&T for the planned 600 Crore-Telangana secretariat complex construction contract. Since the government completed land leveling and other civic works before handing over the site to the contracting company, the Shapoorji Pallonji Group initially began mobilizing labor and equipment for the site. Under the agreement, the company must build a concrete plant and set up labor camps, while mobilizing building materials such as cement, steel and sand in the required quantities. Shapoorji Pallonji Group won the contract, outbidding another L&T infrastructure group with a surplus of 4% above the estimated value of the work. The government invited the contract for work worth an estimated ₹500 crore, but sanctioned ₹617 crore for the new complex.
